To make it fair, he announced a race to determine the order, with the finish line being the gate of the Heavenly Palace. The first twelve to arrive would become the zodiac signs.
The Rat showed surprising cleverness in the race. It knew it was small and a poor swimmer, so it came up with a clever plan: it quietly climbed onto the diligent Ox's back. As the Ox was about to reach the finish line, the Rat jumped off its back, crossing the line just ahead of the Ox to claim first place.
The Ox was the most diligent animal in the race. It set off early, and with its strong body and perseverance, it steadily swam across the river with the Rat on its back. However, because it was too honest and didn't expect the Rat to jump off and get ahead, it ultimately finished second.
